City of Vidor – Texas

In August 2017, Hurricane Harvey made landfall in Texas and Louisiana, a major Category 4 hurricane. The catastrophic rainfall and devastating flooding impacted many towns and cities in eastern Texas, including the City of Vidor. In response to event and the extensive property damage, funds were appropriated under the Continuing Appropriations Act, 2018 and Supplemental Appropriations for Disaster Relief Requirements Act, 2017.  The Texas General Land Office (TX GLO) administers this funding under the U.S. Department of Housing and Urban Development’s Community Development Block Grant Disaster Recovery (“CDBG-DR”) for the purpose of providing financial assistance to homeowners impacted by Hurricane Harvey. The City of Vidor is a subrecipient of resulting federal CDBG-DR grant funding and is currently implementing a Buyout Program to purchase eligible homes from property owners impacted by Hurricane Harvey. A voluntary program, the eligible homeowners who are approved to participate through the Intake Application process, will have the opportunity to sell their home to the City and move from the impacted area. LTL-Team serves as the case managers and policy advisory consultant for the Program, assisting homeowners through the application process as well as determining Duplication of Benefits and presenting offers to the eligible homeowners. For eligible homeowners who sell and relocate within the City but outside the flood plain, they may also be eligible for incentives to assist them with purchasing a replacement home. The eligible homeowners will also receive funds to assist them with moving their personal items. The Uniform Act is applicable to tenant displacees. All activities are in compliance with federal, state and local regulations.
