The LTL Team serves as the Program Manager providing oversight and implementation of all land acquisition activities, including relocation services, as part of the Honolulu Rapid Transit Project (HRTP) under the direction of the Honolulu Authority for Rapid Transportation (HART). Our services are provided in accordance with the Uniform Act and the Federal Transit Administration’s (FTA) Circular 5010.1E.

The LTL team is responsible for implementing and coordinating the day-to-day activities of HART’s acquisition and relocation program, including negotiating with both private and government parties, drafting intergovernmental agreements and Right of Entry documents, as well as all other elements involved in managing a successful real estate program. The LTL team also provides quality assurance, quality control, and regulatory and policy guidance for the project.
