
The Middle Tennessee region has experienced significant growth over the last ten years and meeting the increased water demands has become difficult for area water utilities. In addition to the high growth of the area and resulting increasing water demand, the area is also susceptible to extreme weather including severe thunderstorms, hail, and frequent tornadoes. In stark contrast to the severe and extreme rain events experienced in Middle Tennessee, the region has also experienced periods of both short-term and long-term drought. To increase capacity while improving reliability, redundancy and resiliency of its system, Columbia Power and Water Systems (CPWS), is embarking on the Community H2O Program, a long-term water supply project that includes several components, including a second water plant and a new water intake on the Duck River downstream, to be constructed along with the necessary interconnecting raw and finished water transmission mains. In order to secure the needed easements and fee simple property rights to accommodate the water transmission main alignment, the LTL-Team serves as right of way agent and point of contact providing acquisition and public engagement services on behalf of CPWS. In this role, the LTL-Team is responsible for all property owner communications and meetings, correspondence, consent of entry requests, appraisal oversight, title clearing assistance and lender subordinations/consents, funds requests for closing, and other related acquisition activities. The program involves over 100 parcels located in urban and rural areas, encompassing commercial, industrial, residential and agricultural parcels. The LTL-Team assists the engineers as well as CPWS management with site visits, strategy and tracking/reporting.
