Ms. Kelly provides over two decades of project management experience in the areas of Land Acquisition, Relocation Assistance, Buyouts, and Right of Way. Ms. Kelly is well versed in the Federal Uniform Relocation and Real Properties Act of 1970 (Uniform Act), as amended, and applies her knowledge to our firm’s project oversight, planning and auditing services. Ms. Kelly currently provides program management, planning, and implementation services for the City of Vidor’s Hurricane Harvey CDBG‐DR HUD Buyout Program in Texas. Recently, Ms. Kelly provided relocation compliance services for the Honolulu Authority for Rapid Transportation’s (HART) FTA approved Individual Corrective Action Plan (ICAP) Program. In addition, Ms. Kelly serves as Senior Consultant for the Alexandria International Airport’s Land Acquisition, Relocation, and Easement Acquisition Program. Ms. Kelly also served as Consultant for the Rapides Parish Police Jury’s CDBG Disaster Recovery and City of Pineville Utility Conflicts Project for the Red River South Bank Levee Recertification; as well as on the East Baton Rouge Parish Greenlight Project, providing residential relocation assistance services, and reestablishment assistance services to displaced business owners.
